Covid-19 vaccination for non-Polish residents

Polish Government is expecting a first shipment of Pfizer Covid-19 vaccines by Dec 26th, with the vaccinations itself starting the days after. To clarify how the program will be rolled out, they launched an excellent site, including an FAQ and a pdf with the National COVID-19 Immunization Program. In the outline of the 3 different steps the program will follow, we found following interesting paragraph, which answers a question many are running with. 

Free translation: foreigners will be eligible for a vaccine, following the same rules as Poles if they have a permanent, or at least, temporary residency.
